Shorebirds disturbed by kite-surfer

To whom should I direct an observation of shorebird disturbance. I live on a boat. We were recently anchored off the the high tide roosting sandspit near Inskip Point. According to HANZAB incubation is 21-23 days, then the nestling period – I could not find that given even though most other bits of related info are provided. I would guess at about 3 weeks.
