The article implies that de sexing and microchiping is compulsory, but that doesn’t sound right. In Victoria they aren’t compulsory, but the registration fees are much higher if you don’t.
I’m in favour of curfews, but that basically means they have to be confined, and there are too many people who won’t do that. Too much hard work.

Sadly, these laws don’t put Western Australia at the forefront of cat laws in Australia. It would have been nice to see some curfew restrictions, perhaps even a 24-hour curfew.
