I know that these birds that have not been close to people are wary but in urban situations they can be closely approachable but I haven’t encountered anything like that. I suggest that the person or people to ask are whoever has had an involvement with this bird previously. We can all make guesses but without the knowledge of the full story, these are only guesses and no way of knowing if it is correct. My guess is this bird was likely hand raised by people and is imprinted or has been tamed and fed by people since being adult. So if you can ask around your area if anyone knows of this bird, that may be useful.
