Hard to say unless there was a way of directly comparing the subjects of the two sightings, but my guess would be no. Although there would be nothing to stop a bird carried as far as Bouddi to do a little bit of further exploration, the bird on Wednesday morning was well south of Bouddi and heading north and the storm was pretty much over in Sydney by Monday so the opportunity for further wind assistance in less harrowing conditions was probably over.
The Hawkesbury bird was seen around Spencer but if I recall it was seen on and off for a reasonable period, but not in the recent past (according to the birdline moderators).
I’ll be swimming again tomorrow morning – I’ll keep an eye/ear out….

A brahminy kite was reported from the end of the boardwalk north of Putty Beach (in the Bouddi National Park on the Central Coast of NSW) on Monday May 30 — I wonder if that was the Hawkesbury River bird Tom referred to and if it was indeed blown down to Sydney in the weekend storm.
