Today I found, in suburban Sydney, a dried leg of a bird with a green plastic band on it. On the band is recorded IHPS, 1300766622, 29 and 2010. Any suggestions?

Yes it is a pigeon band belonging to a member of the Illawarra Homing Pigeon Society. The number 1300766622 on the band is a phone number of the Australian Pigeon Fanciers Association.
