I have just received much the same response from Henry Posner. Looks like we are caught between Homeland Security or some such agency and the manufacturers.
Mr Posner also included this comment in his message to me “That said, there are manufacturer restrictions we will continue to abide by.”

This is a new and temporary situation. We received some communication from some portion of the US government and apparently our initial reaction was overly cautious, particularly with regards to binocs and spotting scopes. We expect to have this resolved early in 2012. We regret this TEMPORARY inconvenience.
