Summer breeding Banded Lapwings

I came across of a family of Banded Lapwings in a paddock near Avalon Airport and the WTP consisting of two adults and two half grown young indicating a late January laying date. This is about 6 months off the peak August laying period in "temperate" parts of Australia. HANZAB indicates 1 Vic record in Feb from the Nest Record Scheme. There has been a very dry summer in southern Victoria so "following rains" rule that is suggested for inland areas does not really apply. Anyone else seen this behavior?
