The most likely alternative are Purple-crowned Lorikeets that fly as a close flock. Budgerigars are irregular visitors to the SW. We had one on the Twitchathon in December 2013. That year there were quite a few down to the Great Eastern Highway and further south, but still well east of Perth. When they do visit the south west, they are usually reported in many places, as happened that year. In 2015 there were very few reports south of Cue.
