I think that this may be an unusual observation. I saw (and photographed) a scarlet-chested parrot in our garden in Millswood in suburban Adelaide yesterday 22nd December. It did not have any bands on either of its legs. The bird was seen again today, maybe staying around the water in the garden because it has been very hot here today (42C).
