Hi Jim,
Common Terns have migrated north by this time and are not commonly seen on the river. The black-billed terns you are seeing are the (much larger) Gull-billed Terns. The red-billed birds are certainly Caspians, and Crested Terns (with yellow bills) are also often seen.
